The Majestic, holding up the Medal of Honor to congressmen. Short scene, but very very powerful. His speech was also nothing short of inspiring.

Well the nominations that year wern't at all weak. You had Ian McKellon, Roberto Benigni (who won the Oscar), Nick Nolte, Edward Norton (who did a magnificent job in American History X), and TOM HANKS. But hey, I guess we can just agree to disagree. :)

See, I disagree. I think if an actor/actress does something out of the ordinary and does it well then it deserves attention and rewarding. Even if the Academy hasn't liked the other roles Jim has done, he's performance in The Truman Show was widely believed at the time to be Oscar worthy by critics ...
